I managed to install proftpd and start it.
But can't connect to it with ftp.

I searched on google to more guides but nothing helped.

Hi and welcome to the forum.

If the firewall is enabled, run system-config-firewall and open the ports for ftp.

Also if your able to access it locally but not outside your network and you are behind a router , you might need to address port forwarding issues w/ a router , a good test of both this and reddazz's solution is to check out grc.com and run shields up. This is an online port scanner and will let you know if the ports are both open and correctly forwarded.

Hi reddazz.
Thnx! it worked!
But how can i change it with command mode?
Because it's going to be used as a server.
And how can i get acces with ftp in the root directory?

To configure the firewall in the CLI, you can use the system-config-firewall-tui command. Why would you want to access ftp as root? FTP is not a secure protocol, so using it as root is not advised (even in secure protocols like ssh, logging in as root is not advised).
