I just read svnsync but I wonder on installing it people in India can only read the same. can they commit it too?

You can commit ONLY to the one server. svnsync able to re-sen all your commits to the backup svn server. From the backup server you can only CHECKOUT. If your commit something to backup server thet svnsync will stop working
