Post FTP problem on FC10 with VSFTPD

I am running Fedora 10 with VSFTPD. Yesterday, I ran yum upgrade. After the upgrade, I am having major problems with VSFTPD.

VSFTPD will
- allow user logins correctly
- allow user to change directories
- allow list of files
- allow get of files
- allow put of files to user's home directory
- allow creation of directories in user's home directory
- disallow put of files to other directories
- disallow directory create in other directories

The problems started after the upgrade. Below is the information from the server...

uname -a

Looks like a new version of vsftpd was installed. Check /etc/vsftpd and see if a copy of your prior configuration file (vsftpd.conf) was saved before the upgrade.

That is what I am assuming. I un-installed VSFTPD and reinstalled it, using the default settings, same problems. I reconfigured adding my changes back, still a problem.
