Finding the top CPU-using processes? "top" command does not help...

But we can't find out WHICH processes are eating CPU. Every single one of the the processes listed below shows 0% CPU. ALL of them. Even when sorting by CPU usage with 'P'
any form of "ps" command shows ALL processes with 0%CPU.
Has anyone seen anything like this?
We are stumped. We need to find out WHICH processes are eating CPU but are coming up empty.
We aren't running VMWARE or any virtualization. It's a dual core DELL poweredge system, and the only big app on it is mysql.
