file-max maximum

What is the maximum /proc/sys/fs/file-max can be?

Recently we had to increase file-max from 131070 to 262140 due to too many file open error. I am wondering what's the absolute maximum this parameter can be? This server gets many concurrent connections, load/memory usage is fine.

Can I ask you what is using all of those open files? If it's apache there's a better solution.
