What distribution of Linux and what version do you have?

For RedHat derived versions you can do a reboot and interrupt the boot then edit the boot line to add "1" to the end of the line and tell it to boot using that line. This will boot into single user without requiring a password and change the password for root so it allows you to login. (This all has to be done from the system console.)

I'm sure other distros have similar mechanisms but you'd need to specify which one you're using to get the appropriate help.

Puppet is management tool and it would only fix "these kinds of issues" if it were already installed and managing the box.

You can't work around the issue by looking at new applications to install because any such install would almost certainly require root access to install and/or configure.

You still haven't provided your Linux distribution and version information.
