DNS listen only on loopback

I have bind 9
I have view configured (internal external)

The problem is that when I restart, named listen only for loopback
If I do this: rndc reload , named will listen on my lan interface(172.31.5.1) also.
I have this in named.conf:

listen-on-v6 { none; };
listen-on { 172.31.5.1; 127.0.0.1;};

and

controls {
inet 127.0.0.1 allow { localhost; } keys { rndc-key; };
};

I want that when I restart the server, the named server to listen on 127.0.0.1 and 172.31.5.1.

Can u help please!?!?

By default named listens on all available interfaces, so unless you have more that the 2 you mentioned (127.0.0.1 and 172.31.5.1), there is no need to use the "listen-on {ips;};" statement.
