CUPS printing server authentication

I am starting to develop a cups printing system to the University which hired me. The system is in progress, but the main issue is user management (how to control unauthorized users from printing service since it is a network printer). I tried this command on terminal
lpadmin -p printer -u deny:user, but it doesn't work. So, in one hand this type of management will not be effective. Because, it is tedious to deny all users one by one, on the other hand the printing authentication should deny users by group and/or ask some authentication method(eg. username and password) to print.

So, please help me as usual.
I expect best user management method and/or tool for cups printing system from you.
Sorry for my bad English
Thanks all!

In what way didn't work? Do you have admin privileges for cups? This should work you may have to reset the ownership and permissions of the various cups files. The users that need admin privileges for CUPS should be a member of lpadmin and if they don't they shouldn't.
