CUPS Print Error Returning HTTP Forbidden for Send-Doc

Evolution can print to an SMB remote printer.
Firefox can print to the same printer. One of my applications -- I've contacted the vendor -- gets this error:

E [13/Dec/2011:15:39:14 -0500] Returning HTTP Forbidden for Send-Document (ipp://localhost:631/printers/lp) from localhost

If these other applications can print, what does this error mean? The application is a Linux VanDyke terminal emulator using attached VT102 printing.
