cron pattern - every minute?

I have been asked to tune up a server that keeps crashing. I'm looking at the cron jobs and found this one:
Code:

*        3        *        *        *        wget -O /dev/null "http://www.domain.com/index.php?option=com_acymailing&ctrl=cron" > /dev/null 2>&1
Aside from invoking a PHP script by calling wget to the local web server and routing the output to dev/null, I'm wondering if there are other problems.

1) Am I correct in thinking that this script will run every minute from 3am to 4am? The pattern is *3***.

2) What does the 2>&1 bit at the end do?

Any help would be much appreciated.

1) yes
2) redirects STDERR to the same place STDOUT is going. http://tldp.org/LDP/abs/html/io-redirection.html
