Cloned a vsftp box, but clone is behaving differently

Someone live cloned a vsftpd box I have, but the clone is now throwing permission denied errors when you connect to the FTP site after the OPTS UTF8 ON.
the vsftpd.conf files are identical, what other files might have settings that would cause this? maybe the cloning process skipped the file so it's just the default on the cloned box.

Without posting the logs, config, the filesystem structure (including its permissions) or even screen shots, anything that can can provide a remote "eye" to your server, I doubt anyone here can actually help you.

Thanks for replying. Someone had enabled an option/command for specific users not globally for vsftpd which was causing this it appears.
