Can anyone show me tutorial on how to install CentOS VPN Server that can be connect from Microsoft Windows?

If you want to choose ssl based vpn, use the openvpn server on the centos box and the openvpn client on windows box

Can I connect using VPN function of Windows? Like we connect to Windows Server.

not with openvpn. you would have to download and install the windows openvpn client. if i remember correctly, the built in windows vpn client is a pptp unencrypted connection. openvpn works over ssl using udp protocol.

Is there other way that suite my need? Or will I have to use OpenVPN?

What is your expectation? install VPN server on your linux? Then
for pptp
http://www.poptop.org/
OR
for IPsec
http://www.openswan.org/
OR
for SSL/TLS
As centosboy said use openvpn
