Cannot telnet static internet IP from external network

Recently I ran into this problem with RTSP. I have been trying to get this working since a long time now. Here's my set up:
A system with static Internet IP acts as an internet gateway for my LAN. This system also listens on the RTSP port 554 for Real Time Streaming requests.
Whenever I telnet to this system on port 554, I get a valid response when done from any system within the LAN. However, when I try to telnet the system from external network, it gives me a "connection refused" message. The system is running on CentOS 5 with firewall turned off. Can anybody point towards some extra configurations that are required?
I have a problem connecting via RTSP with another box too. But I think I'll post it some time later.
