Can't retrieve list users from Mailman listserve server

I'm working on moving my Mailman server to another machine. My current server hosts a number of Mailman lists. Sending a specially formatted email, I can retrieve the list members of all of my lists, except for one list. The only known difference between this list and the others is that this list is public, while the others are private.

My method for retrieval is to send an email to the list ([listname]-request@server_fqdn), with the subject being 'who[list password].

I am using Mailman 2.1.5.
