apache encoding trouble

I have a server running Apache/1.3.22. It worked fine (and mainly it still does) until we moved a virtual host from an old NT server. The new files have an encoding windows-1253 (greek) while all the documents on my system are using iso8859-7 (also greek). As a result the ex-windows documents do not show well on browsers since apache defaults on a iso9959-7 encoding (if you manually change encoding from the browser they appear fine)

I would really welcome any ideas except from changing the encoding in about 2500 html files.

thank you
