Your question is too broad to receive a clear answer.
You need to provide more details on the transactions you expect Apache to handle.
That said, Apache on Linux boxes is reputed for being able to handle huge load, better and other configurations.
If big on-line selling comanies such as amazon.com or ebay.com are relying on LAMP (Linux, Apache, MySQL/Oracle/Postgres, PHP/Perl/Java) there is a reason!
Give Apache a try. If overloaded, try fine tuning your Apache and database. If still in trouble, dive in load sharing, and other similar sofisticated setttings.
From experience, we faced overlaod problems, and we built and environnement with Linux (RHEL), Apache, Postgres and PHP, with a load sharing at Apache side. This just eliminated the problem by isolating the bottle neck that were situated at the Postgres side (somehow related to Apache-PHP).
