Which group should own the /dev/input/event files?


The events made available by the /dev/input/event files would be ideal for some low level code I'm writing that will be released to the public but I know with at least one distro these are owned by the root group but with another distro they are owned by a group named input.
This should be standardized across all distros.
thoughts?
