What is the easiest way to upgrade IP tables?

I currently have IPtables v.1.29 and want to upgrade to v.1.31

Do I need to remove my current version of IPtables and then install the new version from:
http://netfilter.org/downloads.html

How do I patch the kernel to support all the features in the new IPtables?

THis page gives no info:

Hey,

That simply upgrades the command line client/lib, for bug fixes...

As long as your kernel is >= 2.4.4 or preferably 2.4.18 you do not need to touch the
kernel you can just install the command line tools from the src. If it is not then unfortunately
you will need to download and build a new kernel from www.kernel.org unless your distro
has a pre-build one.
