What is the best way to handle the hash key used to decrypt database fields?

Surely there must be a better way than in plain text in an include file.

What's the scale or scope of your application?

Are you looking for a solution that has no human involvement -- ever -- or rarely--or regularly?

For consideration, it's possible in some cases to store such keys offsite in another disconnected system.
