D-Link makes several good low-cost units. I'm using the DCS1000W.

Can you pan and zoom remotely with that one?

Is the panasonic: BL-C30A any good?

Which is the best? How are you availble to view them anywhere if you have a private IP network through a dsl router?

I haven't tested all the IP cameras on the market; I don't know anyone that has. Look at the units and see which has the features an functions that you need.

As far as remote access, use a dynamic IP service to get a domain name. You can then ssh into the network securely, and remotely run a web browser or other X appication to monitor the camera(s).
