ulimit -t


What exactly is signified by ulimit -t? Everything I have read says "CPU time", I am assuming it has to do with how long a user can tie up the processor. What is a good criteria to set this option?

I think that -t means that a process is terminated if it uses more CPU time than what is specified in -t. Normally you would set -t to unlimited time. The most likely reason for setting a finite time would be if you have a process which has the bad habit of going into infinite loops.

Would it be a way to prevent a user process from hogging the CPU? I want to be able to limit user processes' CPU bandwidth to prevent the machine from bogging.

No. The kernel shares out CPU time equitably through its time slicing algorithm. Here is an explanation:
