sysctl and iptables

Hi.... iam trying to understand how the /etc/sysctl.conf is related with the iptables.....
The iptables firstly check the packet and then forwards it to the kernel? Then the kernel does it check everything from configuration based in the sysctl.conf?

I have found the following line in my /etc/sysctl.conf file

#net.ipv4.icmp_echo_ignore_all = 1
Should i enable it or i should-must do it using iptables?
Finaly i want to know some good reasons for stopping the icmp protocol.
Thx a lot

#net.ipv4.icmp_echo_ignore_all = 1

will only ignore pings to your linux system.
