permissions

you need to configure the permissions to not allow user, group or world to execute. dosent really matter how you connect to the system or what sftp client u use.

Deleting files isn't set by the read/write attributes of the file itself, but the dir they reside in. If the dir doesn't have write permission, then the files it contains can't be deleted. Chowning (uploaded) files to another user (w/o active login) is another way but that requires interactivity, like some script to be triggered by the upload.
