setting policy folder for sepcut on fc3

i have fedora core 3 and am trying to set the folder /etc/selinux/targeted/policy/ as the policy folder, but sepcut says it's not a true policy folder.

does anyone know how to remedy this? i'm trying to customize the policy to allow mysql and apache to talk with se enforcement on apache. i know i need to get sepcut and such to make modified policy

any advice to get sepcut to accept it will be greatly appreciated. thanx in advance
