Setting Passwd while shutdown

How to setup a passwd while shutting down system,

i need my system to ask passwd before shutting down the system, where to put entries for doing that.

just find the shutdown script and change its permissions so
that ONLY root can read, write, or execute it............IF no one else has access
to it............

OR make a "new group" and add root to this new group and put the shutdown script in this new group...........
