secure passwords HELP!!!


i'm using fedora core3 & RHEL AS 4.0, when a useraccount is been created by root, then when the user logs in, the user can type passwd and change his own password,
it'll will be asking to give a good password, as a good password if i give num lock off 123456 it'll accept it as a good password scince it's accept the ASCII values(i think)
cant we channge that where a user must give a complex password that is a combination of numerics, special characters & alphabatic characters PLS HELP!!!

you may want to look at adding pam modules to enforce better passwords. here's a doc discussing it and passwords in general:
