I assume you are talking about the rsyslog package? I did not install this myself so I assume it's installed by default as part of the distro:

ii  rsyslog                          7.4.4-1ubuntu2                amd64        reliable system and kernel logging daemon

No, that was more a list stating what we know. You can always download the syslog package from a trusted repo and verify contents yourself.
