Pre-expired passwords


How do I enable pre-expired passwords in RedHat Linux 9? An example scenario: I create a login for a user and assign a temporary password. This password automatically pre-expires so that when the user logs in with the password I gave him/her, he/she is forced to change the password.
It is built-in into W2K and AIX and I was looking to implement the equivalent in Linux.

Something like echo "EXPIRE=$(/bin/date '+%Y%m%d' --date='101 year ago')" >> /etc/default/useradd ?
