Unhappy Normal User to restart syslog server


I want a normal user to install "snoopy" and restart syslog server.
What i have done:

1- User to join root group - cannot install "snoopy" and restart syslog server
2 - Join user to all the group available - still dosent work
3 - Still blur

Any Help?

sorry for asking this easy question in this forum cause i'm new in this OS

try using sudo
