You cant decrypt the lnux passwords,
and the way windows stores the passwords is different from the linux way.
So, no you cannot migrate the passwords.
Otherwise /etc/paswd, /etc/shadow and /etc group
have a pretty straight forward syntax.
Should not be to hard to export these to some kind of coma separated list, which couild be imported to Excel, Access, or whatever.
(Are you sure you want to migrate your users fom LInux -> win32???
Why not use Samba 3 ase domaincontroller?,
