Keeping user groups from files

How can I keep an entire group of users from specific files, such as telnet, ssh, passwd, etc.

Create a group that CANNOT run these apps. Put those restricted users in this group. Remove them from other quasi-admin groups they may be a part of (like wheel).

How do I specify that I don't want them to have access to particular programs though?
