How to set administrative permission for just one application?


hi geeks,
so the question is,
How to give administrative permission for a user to use just one application?
i wanted to give a normal user administrative permission to be able to use only tcpdump application, i added the account name in the sudoers file but it didn't worked!
so anyone knows if i did it right?

/etc/sudoers works in certain format
use following way to to do
#visudo
now
add following line in bottom
nameofuser<tab>ALL=/usr/sbin/tcpdump
now save and exit
now execute command
#sudo tcpdump
specify password of user
