How to notify users of last unsuccessful login after succesfully loggin in

Request for help. I'm not very savy with Linux so I need a little help with a requirement I've been tasked. Is there a way to inform the user after he/she logs into the GUI, using a pop-up screen or somthing, of the last login failure that was commited using their account?
We are using pam_tally 2 for our password security measures. The problem is the pam_tally log stores this information (failed login attempts) but the log is cleared for their account as soon they login succesfully.
Can we make a backup of the pam_tally log or somthing (every few seconds) and have the backup copy sent to the user screen, since the backup copy is not cleared? If this is a good idea what is the best way?
