How to create centralized Password policy in RedHat

Hi,

I wish to create a centralized password policy which will be automatically be applied to users.I dont want to make individual changes in login.defs and then running chage command with its switches. The chage command dosent allow for alphnumeric passwords. So, i wish to create a very customized password policy and also want to apply it in such a manner that when a user is created the password policy is automatically applied to him.

Kindly tell me is there anyway of doing it.
