How can i get this command to restart at boot and in the background even if i log off
snort -c snort.conf -i eth0 -D

Depends on your distro, but in RH, there's local startup file:
/etc/rc.local
that gets called last at startup & is used for local customisations.
Add this cmd to it (or its equiv)
nohup <yourcmd> &

nohup - keep going if you logout ... from 'no hangup' when people used to dial in to servers
& - put in background
