.encryptfs recovery (from Ubuntu 10.10 to some newer version)
 
Are backup .encryptfs/ user files recoverable in newly built systems?

Suppose I copy out the entire /home/.encryptfs subdirectory to some external drive (in encrypted state).

Then suppose I build a new system with the exact same usernames and passwords. And then I copy the entire old .encryptfs/ subdirectory back in to the NEW /home.

Would each user be able to recover her/his encrypted files? Could they just sign in and everything would be there just like before?

Reading the first paragraph of https://launchpad.net/ecryptfs should answer that. Wrt recovery or testing recovery options you could boot a Live CD and run ecryptfs-recover-private: have a look at http://bodhizazen.net/Tutorials/Ecryptfs/ for details.

Thanks for the links. I had no idea it was so portable. I would not have thought it possible.

Me neither actually but that's what doing research is all about. Quite a surprise to see the FiST framework is that old (as in tried 'n true).
