Does rebooting and reseting my router and DSL modem clear caches?

If I reboot and turn off and on my Router and DSL modem, Clear caches, reset my IP address and eliminate evidence of websites that have been visited on my computer?

Generally, your router and dsl modem keep no records of websites you have visited. The only local record would generally be kept in the browser cache.

about resetting your ip, it depends on the isp if theř'll change your ip immediately. sometimes it takes a whole day of inactivity before you are able to change your ip.

I was under the impression that a dynamic IP changes anytime you reboot or reset the router?
So it makes no difference whether I reboot or not to change the IP?
Could a website like LQ, for example, see what other websites I have visited prior to and after visiting them?

It depends on your ISP. While my ISP makes no promises about a static IP, it hasn't changed despite many power losses and disconnections.

No. There's really no easy way to get at that.
