default file permissions for web server

Good day,
I have a question. I have a webserver running with mandrake 9.1 and finally got all the permissions setup for existing pages and groups. FIles and directories are set to rwx rwx r-x for all to access. When a new file or directory is created, it defaults to the default setting rw- r-- r-- for files and rwx for directories. I need to find a way where the defaults will remain rwx rwx rx when new files and directories are created.. Any ideas to what I can do to make this happen?

Thank You.

are you creating these directories / files w/ an ftp client or through a terminal?

They are being created with Dreamweaver. They will be FTP'd to the working directory which is /var/www/html
