Most of the standard messenger clients are pretty difficult to block. They often encapsulate through http and find a route to the Internet that way. Someone may have come up with a trick on blocking them but I have never heard of one, short of blocking the specific client from the Internet.
you will have to install a proxy server as well to filter out the requests through port 80... then block all ports and only have port 3128 and other NEEDED ports open.
