Authentication Server for Accessing ZOS Systems

I am looking for a open source system that I can use as an authentication server. This server need to be able to accept connections from anywhere, allow access via a user id and password and then either log the request directly into the ZOS system or provide a menu option to access a specific region on the system.

Is there a open source application as described?

Thanks
Vic
