Applying firewall rules to user account


Hello all!
I'm a newbie so have mercy, please!
The question is:
I use Xandros 3 Deluxe and Guarddog firewall configuration tool. Set the rules as administrator. Logged out. Logged in as user. The rules table at user's account is default for "Guarddog" - everything is blocked! No way to change it as user - Guarddog has only root "w" access (and I don't want to change this thing - it seems to me wise enough, isn't it ? ).
How can I apply for user's account the same rules as for root ?
