They did not say "This game will be open source" (and remember, it's not open source unless it has an open source license), but still, this is great news.

Really nice, a new UT with Linux version, focused on PC, so no lame console port. Can't wait to see this in action.

Epic running out of money is not something I would think about, the Unreal Engine is one of the most successful engines in existence and used for a whole bunch of games (read: licensed to a large number of projects).
