OK so if you still want to use your custom dir...try disabling the rhel-source.repo:

enable=0

Although later is one of the default repository that contains all the source rpm's and does'nt even doing any harm, disabling it should make your repo work.

and then do a yum clean all see what happens.

it works fine but after reboot its the same thing again
enabled=0 gets removed from the file automatically after reboot

you can use CentOS to get rid or this kind of problem.
It is same as RHEL

but for redhat using the cent repos AND NOT migrating

all you do is updating some apps and NOT the operating system

it is like using XP sp1
but ONLY updating the NON os programs

buy the required license or
migrate over or reinstall with cent

right now you have a "Frankensteined" install

hmm i did'nt saw this issue before but yes every issue has atleast a solution, i know a quick fix for this issue too but also i am aware of that you are not a genuine redhat user so i will stick with what @John VV said to upgrade some packages or migrate.

OR else for the time being you can use "chattr" (just helping you learn some good utilities but they are distructive too) on your repo to keep it disabled but as it is not a right fix it is not recommended.

i tried with 64 bit RHEL its working fine no issues with 64 bit OS
not sure why not working with 32 bit

hmm not sure why its happening though i can try reproducing it om my test machine but i am out of time for now.. so the temporary fix is chattr and it will work .

yeah "chattr" does the trick in 32 bit
