YUM on RHEL 4.0??

I have been very fascinated with apt-get utitlity in Ubuntu System but how to configure yum fr RHEL 4.0? I need to install one package called net-snmp-utils from web.
What command and config I need to make it to download through directly??

I tried running :

[root@pe ~]# yum update net-snmp-utils
Traceback (most recent call last):
File "/usr/bin/yum", line 22, in ?
import yummain
ImportError: Bad magic number in /usr/share/yum/yummain.pyc
[root@pe ~]# import yummain
