Question Xubuntu top and bottom line disappeared

After restart my XUbuntu8.04, the top line (were to choose the different items) and the bottom line has disappeared.
I also get a window on the desktop saying:
"Need a url to continue,exiting".

Who can please help me to resolve this error?

PS:
I've tried "xfce4-pannel&", but after my exiting xfce4-terminal, the pannel disappeared again!
