X keyboards settings different to GNOME

Yesterday I logged on to be greeted with the message that:

"X keyboards settings different to GNOME"

I chose to use the gnome ones although it seems to make no difference to the problem (which follows).

The problem is that when I type in a terminal, the keyboard maps correctly to how the keys are marked, but when entering a password (eg at login or screenlock) the keyboard changes to a different map, making it difficult to enter special characters like % or @. It also changes maps between typing the user name (correct map) and the password at login (wrong map), which I find really bizzare.

I'm guessing there's a way of making them both the same. Clicking the little button offered up by GNOME didn't seem to make any difference.

Anyone know how to fix this please?
Thanks in advance.
