What is the WTMP, BTMP, UTMP database in linux

can it be possible to move or edit.

If you don't know what {w,b,u}tmp are for then that's the wrong question to ask until you explain yourself in detail and with valid reasons for wanting to do so. (And then it still is, even if you have legitimate root access, so.)

who and where are the uses of PID 0??
