won't boot after install

HELP!! I have WinXP and installed Mandrake 9.1. After installation the computer restarted, but the only thing that came up is:
"07 07 07 07 07 07 07 07" about 10 lines of this. Then nothing. It won't boot windows or linux. I installed linux to hdb and the install did not ask me where to place bootloader. Nor did it give me an opportunity to make a boot disk. I had to reinstall winxp to get it to work.

boot from the mandrake cd1,enter rescue mode by typing 'linux rescue' at boot:.then do a 'chroot /mnt/sysimage'.check your partitions with 'fdisk -l' and compare the results with /boot/grub/grub.conf or /etc/lilo.conf.make the rqrd correctitions and to install grub,'grub -install <INSTALL_DEVICE>' or to install lilo,'lilo -v'.Try any of these. If any problems arise, post them here.
