in order to run a windows program like DC++, in wine, is there anything else needed in addition to the .exe file?

heavy configuration/tweaking of wine config files (to add your dll as example) and lot of luck.

Wine is really hard to use atmo. The best way to do so is to browse google to find out someone who've got the correct configuration for your application (or you will waste a lot of time guessing correct settings)
