You use WINE to emulate (I dont care if winehq says they do not want to call it an emulator, it is the easiest way to describe it) a windows enviroment on you linux box. Once wine is installed you configure the wine configuration file usualy located in /etc/wine/. For all intents and purposed once Wine is installed you can download a windows executable, for example DVDShrink, and install it with Wine. Using Fedora Core 3 with a KDE frontend I was able to right click the execuatble and choose to install with Wine. I later found the application located under wine on my applications menu.

I hope that helps.

In a word....NO. It isn't for running apps in Linux from the windoze partition. It's for running windoze apps inside of Linux from a fake windoze directory that wine creates. Wine's website provides some intructions on how to use it.
